Matthew Hopkins has over 24 years of investigative experience, from law enforcement, a national insurance carrier to private investigations. In January 1992, Matthew graduated the Ventura County Sheriff’s academy and worked as a patrol officer all through the 1990’s. By 2003, Matthew was the National Director of a Special Investigations Unit for Berkshire Hathaway. For over eight years, he created and led a Major Case Unit of investigators in some of the most high-profile provider fraud investigations in California history. In addition, over 100 claimants were charged and convicted of insurance fraud. Several proactive strategies were implemented by Matthew to reduce overall claims costs, reduce malingering and successfully return injured workers to work sooner with compassionate care. In 2012, Matthew took his national carrier claims experience to Argus West, becoming President and Managing Director. He is motivated to help the rest of the insurance industry with proactive strategies, not only at the claimant level, but with his extensive experience in provider fraud and abuse. Matthew’s success includes hundreds of providers being investigated, dozens of bulk settlements, lien consolidations and civil actions resulting in over $50 million in savings. Matthew’s interests include playing poker, boating, camping and spending time with his wife and four children.

Paul DeBono has over 22 years of experience in Investigations. After graduating from Mater Dei High School in Santa Ana, CA in 1987, he went on to Arizona State University, earning his Bachelor’s Degree in Criminal Justice. Following college, he began work with Giorgio Armani in the Loss Prevention Department in Beverly Hills and Costa Mesa. In 1995, he worked part time with a local Private Investigation Firm as a surveillance investigator. This experience led him to a full-time position with Argus West doing Surveillance and AOE/COE field investigations in 1997. After gaining extensive experience as a field investigator, Paul was promoted to Case Manager. Paul quickly developed exceptional skills and abilities in establishing a rapport with investigators, obtaining maximum results from each of them and providing clients with superior service, dedication and passion. Paul became Chief Operations Officer in 2012. He currently enjoys mountain biking and spending time with his family. Paul is married with two teenage sons and resides in Aliso Viejo, CA.

Christopher Petitti was raised on the East Coast in Trumbull, Connecticut. While attending Southern Connecticut State University, Chris decided to relocate to the West Coast and settled in Newport Beach, CA. In 1994, he accepted a position as a Surveillance Investigator with Argus West and has never looked back, spending almost 18 years in the field. Chris is currently the Vice President of Argus West Investigations, overseeing the Surveillance Division and the Human Resources Department. Chis enjoys spending time with his wife of 13 years and their eight-year-old son. He likes all outdoor activities, but specifically loves hiking and traveling. Dedication and passion for his work and family is what drives him every day.

Megan Heike is responsible for the management of all office operations, specifically case monitoring, client relations and business development. She has been with Argus West since 2005 and has over 12 years of experience in the security industry. She graduated from Fullerton Community College in 2006 and is currently enrolled in AEI studying claims law. As part of the management team, she excels in managing our staff to service our cases and clients with personal dedication, focus and respect. She currently resides in Riverside County with her husband and two sons and is an active member of the Semper Fi Fund.
Special Investigations Unit Manager

Lori Hultman joined the Argus West team in 2013, where she currently holds the position of SIU Manager. SIU is a key unit in the company, providing specialized Anti-Fraud services including detection, investigation, pursuit of criminal prosecution, and client training. Prior to coming on board with Argus West, Lori held Senior Fraud Investigative positions with national insurance companies. She got her start as a Claims Examiner and quickly transitioned into the investigative side where she has remained since 1997. She has been SIU focused since 1999. Combined, Lori brings over 23 years of experience in the insurance industry, consisting of claims adjusting, field investigations, fraud investigations and coordination with Law Enforcement for criminal prosecution and recovery. She is experienced in working directly for large, national multi-line carriers, TPA’s as well as the private sector. In addition, Lori holds a degree in Psychology, has extensive training in interviews, interrogations and investigations, is passionate about volunteering in the mental health field, and is a proud supporter of the Morris Animal Foundation Golden Retriever Lifetime Cancer Study (participant Lily Pad Hultman, “Hero #700”).
Auto/Property Unit Manager

Noelani Mars joined Argus West in 2015 as the Senior SIU Investigator and in addition currently managing our Auto/Property Unit. She has been an investigator for close to 20 years, beginning as an accident investigator with the National Transportation Safety Board where she investigated over 180 aviation accidents of all categories of aircraft. Noelani later transitioned into the insurance industry, conducting investigations across all lines of business, including auto theft, staged auto accident claims, property losses, and workers’ compensation claims. She gained experience both as a supervisor and as an investigator and has logged countless hours conducting witness interviews, scene investigations and accident investigations. Noelani has worked as an SIU investigator for approximately five years, and enjoys working together with other departments and law enforcement agencies to get a successful resolution to each case and help combat fraud. In her downtime, she travels throughout California and abroad. She is a devoted animal lover with two beautiful Corgis and even while working, sit under her desk all day while she works.

Surveillance Case Manager

Michael Stubenvoll has over 22 years of investigative experience conducting surveillance and general investigations, as well as working as a surveillance supervisor. He joined the Argus West team in February 2015. Mike is also a veteran of the United States Navy, and a licensed private investigator with a degree in criminal justice. Mike is passionate about using his experience to help clients get the best results possible on their cases. In his off-time, Mike is a big football fan (go Dallas Cowboys!), loves to spend time with his dogs and would like to spend more time golfing and fishing.
